Where does the data come from if the customer has no SCADA system?

Meters and IoT sensors alone can be the source. SCADA gives a richer picture and faster reaction, but an analysis of the consumption and cost profile can also be built on metering data.

Does the AI agent make decisions on its own?

We separate two things: business recommendations, which go to a human, and control automation, which works within limits set in advance. The scope of that automation is agreed during deployment, not after the fact.

How is this different from a report from a billing system?

A report shows how much the customer paid. Here, tariffs, invoices and market prices are added to the quantitative data, so the result is a specific decision – what to shift, when to buy and how much it changes the bill.
